chilling effect
When individuals or groups are discouraged from exercising their legal or natural rights — such as freedom of speech — out of fear of legal, social, or economic consequences. It can be produced by laws, regulations, or private actions that are overly broad, vague, or inconsistently applied, leading people to self-censor to avoid punishment or retaliation. In U.S. First Amendment terms it is a significant concern: by stifling open discourse on controversial or unpopular topics, it makes it harder for the public to hold officials and powerful institutions accountable.
