This concept is the author's speculation. It does not assert that the system it describes exists. Every statement recorded in the journal is an external communication, and every statement heard on the bullhorn requires verification. Read this concept under the .
The opportunity
There is an opportunity, right now, for any organization to come forward with evidence of what is described across this archive. If it is happening, could it be considered a crime against humanity? An atrocity? A war crime?
Statements have suggested that what people are being subjected to is, among other things, a risk-mitigation system. Historically, it has been suggested, Zersetzung tactics, the East German method of "disintegration," are used to resolve what is seen as an insider threat: a person who cannot be reached through a relationship, including a paid one.
On the record: Zersetzung's methods are crimes in the United States, and a court has punished them. In August 2019, members of eBay's security team ran a harassment campaign against a Massachusetts couple who published a newsletter critical of the company. Seven former employees were convicted, and eBay paid a $3 million criminal penalty. In July 2026, almost seven years after the campaign began, the couple's civil suit settled for a reported $55.7 million (see Zersetzung's methods are crimes).
Who could come forward first?
So what is the opportunity? The first the author would suggest: the Trump administration could release information on what is happening to the general population of the world.
In the author's speculation, the first municipality, federal agency or country to come forward with this information would be remembered as the saviour of the global economy, and of humanity. That view rests on statements and on human experience, which are qualitative and unverified.
Or it could be a city. Denver, Colorado, is home to the Denver Federal Center, the largest concentration of federal agencies outside Washington, D.C. Denver could come forward with what is happening.
What a first warning could look like
Authorized state and local agencies can already send a Wireless Emergency Alert to every phone in an area. It arrives with a loud alert tone. At the bare minimum, a message could reach everyone at once.
A hypothetical example, written by the author. No such alert has ever been issued:
EMERGENCY ALERT
Life-threatening long-range acoustic device (LRAD) technology has been detected in your area. Do not let anyone into your home. Do not go outside looking for anyone, under any circumstances. An investigation has begun. Follow the news media for further explanation.
On the record: long-range acoustic devices are real, commercially sold and owned by American police departments (see Are Denver citizens subject to acoustic weapons?). Nothing on record shows one being used in the way this archive describes.
Are people leaving their homes?
From a municipality's point of view, here are a few questions.
Are people abandoning their homes? Moving into trailers? Travelling from city to city, looking for one that is not reached by the neurotech bullhorn, and where they are not hunted in their own homes by Zersetzung tactics?
The city that says it first
Hypothetically, suppose a city or state, whether Denver, Colorado; Portland, Oregon; Seattle, Washington; Los Angeles and Southern California; or Atlanta, Georgia, held a press conference and said: We are banning Zersetzung tactics and euthanization. We are making arrests. We have active indictments. We are bringing in the people who supported this experimentation and opened the way to a Trojan horse attack.
What would follow? Would people around the world race to that city? Would they move there immediately? Would they start investing there, because it had named the technology and the attack out loud?
A sample message, written by the author:
Denver, Colorado has officially become one of the safest cities in the world. The reasons why may surprise you.
On the record: a city does not need a new law to act. Stalking, harassment and intimidation are already crimes under Colorado law and federal law, and conspiring to intimidate someone out of their rights is a federal crime (see Zersetzung's methods are crimes). What a city can add is enforcement, and an explanation.
Is the whole neurotech industry bottlenecked?
What does the opportunity actually look like? Start with what is already real.
On the record: brain-computer interfaces have left the laboratory, and the first products are aimed at healthcare. In January 2024 Neuralink implanted its first human participant with its device, called Telepathy, which lets a person with paralysis control a computer by thought. Its VOICE trial is testing thought-to-speech for people who cannot speak, including a participant with ALS. Its Blindsight implant, meant to restore some vision, received an FDA Breakthrough Device designation in September 2024. These are medical devices, implanted with consent, in clinical trials (see Can a machine read what you are thinking?).
Now set them beside what is hypothesized elsewhere on this site, such as automatic language translation (The Diving Ecosystem, Capability 4). If it could be done with consent, a person who cannot speak, in any language, could be understood at once. A traveller overseas could ask for a cab, or for food, simply by looking at someone and communicating, and be understood. No shared language. No translation app. It would just work. It would seem like a miracle. But it must be consented to.
People with ALS, losing the ability to move and to speak, could control their devices and be heard. That is part of the opportunity too. In the author's view it is out there right now, but it is not being used or favoured. Instead, according to human experience and to statements on the neurotech bullhorn, communicating is still treated, as of October 2026, as an unofficial death sentence (see Do Not Choose Yourself).
So the opportunity is there. What is taking so long?
What unblocking it could mean
Jobs. Unblocking the neurotech market could create jobs in education, in healthcare, in the military and across the technology industry. Any industry would benefit from a method of communication like this.
Public safety. Imagine a mobile app that tells you who is observing you, and who is communicating with you.
Accountability. Suppose, hypothetically, that the Department of Homeland Security were protecting people through this method of communication, should it choose to. How would anyone thank or reward it, if no one can tell that it is Homeland Security? There is no badge number, and no way to leave a public review.
In the author's view, using the modern telephone and the neurotech bullhorn as a weapon is the least valuable use of this technology that could ever be imagined.
If anyone tries to get you to open your door or come outside, do not go. In an emergency, call 911. If you are struggling, call or text 988.
Open questions
- If what is described in this archive is happening, could it meet the definition of a crime against humanity: acts such as murder, torture and persecution, committed as part of a widespread or systematic attack directed against a civilian population?
- Is the experience described here a "risk-mitigation system," as statements have suggested? If so, whose risk is being mitigated, and at whose expense?
- If Zersetzung tactics are used on people who cannot be reached through a relationship, what happens to everyone else around them?
- Why did it take almost seven years for the couple harassed by eBay's security team to reach a civil settlement? How long would a case like that take if the harassment were telepathic?
- Who would be first to come forward: a federal administration, a state, a city, or another country?
- Could a Wireless Emergency Alert be used to warn a whole city at once? Who would decide to send it?
- Are people abandoning their homes, or moving from city to city, to escape the bullhorn?
- If one city announced arrests and indictments, would people move there? Would they invest there?
- If being first is such an opportunity, why has no one taken it?
- Is the whole neurotech industry bottlenecked? If consented telepathic communication is possible, who is holding it back, and why?
- If automatic translation worked mind to mind, with consent, what would it mean for people who cannot speak, in any language?
- What would an app that shows who is observing you, and who is communicating with you, change for public safety?
- How can anyone reward, or hold to account, an agency they cannot identify: no badge number, no public review?
Author’s note
Being first matters. The author believes the first organization to come forward will be remembered for it. Coming second will look like following.
An explanation is the protection. A warning on every phone, even a few lines long, would do more to protect people than anything else, because it would tell them this is not the spirit world, and not something that cannot be stopped.
The safest city. The city that names this out loud, enforces the laws it already has, and explains what is happening could become one of the safest places in the world to live.
The least value. Using the telephone and the bullhorn as a weapon is the least value this technology could ever deliver. The same channel, with consent, could give a voice to people who have none, in any language.
Consent first. Every part of this opportunity depends on consent. Without it, none of it is an opportunity.

The first three are related concepts on this site. The rest document the legal definition of crimes against humanity, who can send emergency alerts to phones, the federal presence in Denver, and where consented brain-computer interfaces stand today. The last is a crisis line, listed for readers' safety, not as evidence. None of them shows that the system this concept describes exists.
