Glossary
Gang stalking
A vernacular term — originating within the targeted-individual community — for the coordinated surveillance and harassment of a single individual by multiple people acting in concert. It names the reported pattern of coordinated harassment, as distinct from a specific documented methodology such as Zersetzung tactics. Most often reported by those who identify as targeted individuals.
Documented real-world example: In 2019, executives and employees of eBay orchestrated a cyberstalking campaign against David and Ina Steiner, a Massachusetts couple who published a newsletter critical of the company — sending disturbing packages (a bloody pig mask, a fetal pig, a funeral wreath, live insects), posting anonymous threats, and traveling to Natick to surveil them and place a GPS tracker on their car. Seven eBay employees were federally charged; several were convicted and imprisoned, and eBay entered a deferred-prosecution agreement and paid a $3 million criminal penalty. The company later settled the Steiners' civil suit for $55.7 million (2026).
